Hines Planning Grant
This last spring, the City of Hines applied for a Plannig Grant through the Oregon Department of Parks and Recreation. We were awarded a $40,000 grant that would pay for the City to hire a consultant who would help the City put together a plan for improving the current parks and planning for potential expansion of the parks in the future. We are calling this the Hines Parks Master Plan 2023-24.
In September 2023 the City hired HECO Engineering as the consultant for this Plan. HECO just helped the City of Nyssa complete a similar parks plan in 2022. We will keep track of the process here and under "Supporting Documents" below, you can see the information we produce.
Timeline:
July 2021- May of 2022: The City of Hines prepared and submitted an application for the planning grant to OPRD.
April 2022 - Sept. 2022: OPRD reviews the application, and awards the City with a $40,000 planning grant in September 2022.
January 2023: Contract signed between City of Hines and OPRD.
Feb 2023 - July 2023: Prepare for budget and prepare RFP for consultant
Aug 2023 - Sept. 2023: Review proposals and hire consultant. HECO Engineering was hired.
October 3, 2023: Council Meets with HECO Engineering in first planning meeting to discuss goals and timeline of the project.
November 8, 2023: A public meeting held to introduce the process to the public and collect feedback from the community.
November 17, 2023: An online form is released to gather additional feedback from the community.
December 12, 2023: City Council meets to review feedback and discuss a Plan draft with HECO Engineering.
January-March 2024: City works with HECO Engineering to finalize the Plan.
March 26, 2024: City Council votes to adopt final draft of the 2024 City of Hines Park Master Plan.
